[Labeled-nfs] Preliminary "PUTCLIENTLABEL" patches.

Attached are preliminary patches converting the PUTCLIENTLABEL prototype 
code from previous patches sets from a compile time option to a mount 
option.

I wish there was a less intrusive way of accomplishing this.
