This is true...When RHEL4 came out there as no ACL support...

The v4 in the 2.6.9 kernel was a bit raw to put it kindly...
I would suggest move to RHEL5 which is a 2.6.18 kernel
and grab the  nfs4-acl-tools rpm patch from Fedora Core 7.

On the other hand, if you want to continue with RHEL4,
I believe the CITI patches started around 2.6.10
which can be found at:
http://www.citi.umich.edu/projects/nfsv4/linux/kernel-patches/
