NFSv4-patched ACL lib dependencies

Some folks here want all of the standard utilities to see the ACLs on
the file.  I know "ls" will not show it's nice + for nfsv4 files with
ACLs unless libacl is patched.  Similarly, I'm not sure if "cp" and
"rsync" will work properly.
