[pnfs] Ethereal 0.99.0 patch for pnfs ops and file layout

Some people expressed interest in ethereal for pnfs and the new xdr types.


Some notes:

* Only file layout and common pnfs types decoded

* Due to the removal of the layout type from getdevice*, it is hard to 
tell how to decode the devices in these ops.  Right now it assumes file 
layout type.  Some state must be maintained between the request and 
reply to fix this.

* Minimally tested
