[pnfs] CB_LAYOUTRECALL question

The portion of draft-13 (unchanged in draft-14) says that a CB_LAYOUTRECALL
received by a client with a range that does not exactly match a
layout-segment previously sent by the server is a non-matching recall and
can be ignored. Is it true that the server can not recall portions of a
granted layout segment?

26954 For a layout to match the recall request, the following fields
26955 must match in value with the layout: clora_type, clora_iomode,
26956 lor_fh, and the octet range specified by lor_offset, and
26957 lor_length.
