[pnfs] [PATCH 0/14] pnfs preparation for block layout patches

These patches implement changes to the pnfs code, mostly implementing
hooks needed by the block code.  The block layout code itself will
follow in a seperate patch set as recommended by Dean.

The panlayout error case is broken by patch 6, but is restored via
patch 7 and the separate panlayout patch sent previously.  If there is some
better way to handle this let me know.
